6.7.3 Financial Support For Care Leavers - Summary Table

All monies must be accounted and signed for by the social worker/personal advisor and the young person.

Eligible and Relevant Young People
Personal Allowances
Young people in foster placements (to cover clothing, toiletries and leisure). £30 per week from fostering allowance, provided by foster carer.
Young people in supported lodgings, semi-independent and all other accommodation types (to cover food, bills, clothing, toiletries, leisure and any other expenditure as necessary). £54 per week plus £15 per week for young people who are liable for utility bills.
Birthday Allowances
16th & 17th birthdays £52
18th birthday £65
Festivities Allowances
All eligible and relevant young people £52 per year
Holiday Allowances
Young people in supported lodgings, semi-independent and all other accommodation types Maximum of £312 per annum at the discretion of the social worker.

Clothing Allowances
Young people in supported lodgings, semi-independent and all other accommodation types £100 per annum maximum at the discretion of the social worker

Passports and Other Identity Documents
All eligible and relevant young people Cost of a passport and a birth certificate or provisional driving license (not both). LB Havering will pay for nationalisation and citizenship applications, if the young person meets the application criteria.
College Enrolment Fees

Financial Assistance with Books / Equipment for Education, Training or Employment
Young people in supported lodgings, semi-independent and all other accommodation types £100 per annum maximum at the discretion of the social worker
Young people in foster placements The fostering allowance includes an education element
‘Making Work Pay’ Allowances
Young people who have less than £6000 savings, work more than 16hrs per week and are liable for rent. See appendix three
Social Activities, Cultural Activities and Hobbies
Young people in supported lodgings, semi-independent and all other accommodation types Maximum of £100 per annum at the discretion of the social worker
Young people in foster placements The fostering allowance includes a leisure activities element
Transport Costs
Young people in foster placements The fostering allowance includes a travel element. Travel is free on buses with an Oyster photocard for full time students.
Young people in supported lodgings, semi-independent and all other accommodation types Travel is free on buses with an Oyster photocard for full time students. Oyster Photocard will be paid for. Transport costs for those not in full time education are considered on an individual basis.
Young people in employment Dependent on distance and usually based on public transport costs.
Therapy and counselling Provided by CAMHS or considered on an individual basis as part of the Pathway Plan
Former Relevant Young People
Setting up home allowance £2000
Personal allowance – only applicable for young people entitled to and not yet in receipt of welfare benefits. Must be repaid once benefit payments are authorised. As government benefit rate
College Enrolment Fees Paid in full
Financial assistance with books / equipment Up to £100 per year and considered on an individual basis
Financial assistance with fares to education, training or employment provider Dependent on distance and usually based on public transport costs
Local authority bursary for university students (payments over the statutory minimum of £2000 for the entire course are subject to 80% attendance). This is in addition to all other financial entitlements. £2000 per annum
Deposits / rent in advance for young people moving into private rented properties Considered on an individual basis and if appropriate, repaid using housing benefit payments
Birthday grant £25 - 19th & 20th birthdays
